When a new label is created it can be minted and used across Solana as any standard LST token can.

New labels require that their withdraw is activated. This is done permissionlessly.

100 SOL x Number Of Labels = Theshold for withdraw activation

Alternatively, holders of non-active labels can swap via DEX to exit a label.
